We do tent to interpret symbols from a cultural background...
I would say tarot and other image or symbol based divinatory or meditation tool could heightened consciousness, in that, one, we are looking within, deeply - connecting to our source - higher conscious one... where we connect within the whole.
A personal frequency does resonate with its like, so I believe, what an image could convey to you personally, could absolutely be shared by someone with that frequency.
So, a few within a shared belief (frequency) could effect the whole.
Though we are ONE, the more conscious beings within your awareness with a shared belief - frequency, would be encouraging
